There are software devices, but they don't work well. If you can't
change the settings to stop it from going into a resting state of some
sort, then this is a good solution, so long as it doesn't interfere
with actual mouse movements. The ones I have seen are pass through
devices that the mouse plugs into, so it can detect actual mouse
movements.
