Correct! But, what has happened outside the US only too often, is that (IMHO), 
the wrong people end up going to countries where they just don't belong, 
because they have NO idea what the culture is, the history of that nation, 
etc., etc., and they don't spend enough time with the LOCAL clergy before 
they open up their mouths to anyone! I know all about this from first hand 
experience......most unfortunate.
