The "free up manpower for the fleet" brings up another one of my
complaints.  Since the IT rating (Information Systems Technician) is
determined to be overmanned as it is, I don't see a need to eliminate
the local command IT billets.  I don't see NMCI itself as taking away
shore billets, as the NMCI billets did not exist in the first place. 
What I don't like is the concept that once a command has crossed over
to NMCI, NMCI/EDS and associates are responsible for all facets of the
network and infrastructure.  I think that the one or two billets that
were originally set for command "LAN Admins" should have remained in
place, and those personnel given rights for simple admin tasks such as
distribution lists, account management, and the like.  It would allow
for the more streamlined flow of operations.  And yes, I am slightly
bitter about going from the admin to user side, but it had to happen
eventually, as I am actually an Electronics Technician, and not an IT,
which the Navy has designated IT's as the primary network personnel. 
Back to my soldering iron and capacitors I guess - wait they are even
taking that away - we can only swap cards for a lot of things now.  I
could go on about that forever, and being at a training command, I get
to see first hand the results of the new trainees who did not learn
component level theory and troubleshooting.  Ok, enough from me.  NMCI
