[CS-FSLUG] PDF annotation tools

The new version of Windows 10 allows you to do some level of annotation 
through the "Edge browser".  If you open the pdf in edge, you can 
highlight and underline.  I *think* that came in the 1909 version of Win 
10.  But it might be 2004
