[CS-FSLUG] PDF annotation tools

Dear Listmembers,

May God bless you all. Please help this poor fellow who is near the
point of insanity.

Since I teach various courses on online/distance settings, I need my
students to digitally annotate PDF Files. And most if not all of them
use Windows.

Of course, I could tell them to use Acrobat Pro, but the application is
overkill and really expensive.

Okular is very nice, has a great Windows version and good annotation
capabilities. However, is tied to the Windows Store. That stuid store
required my students to udpate their security tokens, and then promptly
told them that they could not download anything from the Store for 30
days. So my students cannot install Okular.

Therefore, I would like to ask you suggestions to digitally annotate
PDF files. The simpler and more foolproof the suggestion, the better.
I'm just one block away to commit myself to an asylum.
