Functional answer: Those who wish to be notified can be grouped according  
to their favorite means. The means will determine how quickly they get the  
message. Let them choose, because there simply is no other way. In each  
group, someone has to be connected to one of the other groups. All anyone  
has to do is contact their own group, and it should spread one way or  
another.
