I think a store would make a huge difference though. You have to demonstrate to people you have the means to make their publication sell and not put the work on them. Think the iOS App Store or Android Market.

Plenty of stuff is not locked into exclusives. Most things I have in Accordance can be had in BibleWorks or Logos. Logos does seem to have a lock on certain items, but I haven't talked to any people doing scholarship who spoke highly of Logos, so I don't think exclusives are the key to success.
