All depends on manufacturer.  When a friend first got a new LCD several 
years ago, we were disturbed a dead pixel and to also find that 7 dead 
pixels was acceptable, and no return would be considered.  I vaguely 
remember checking websites of a few manufacturers to see what there QA 
minimum values were - and I think I found different values - but that was a 
while ago.
