Typically I believe you just right click the file and there should be
an install option.  If it is installable, it would have all the
information you asked inside this text file.  I doubt this inf is the
only thing needed, but it might just be configurations that it does
instead of pointing.  Have fun. We all learn from our mistakes... been
there done that ;-)
