I'm sure he means a 'static' (on your hard disk) homepage.
I use [a modified] one that comes with [Debian] Mozilla. It is quite
easy to make one as I'm sure you know -- just create a .html document
with links to all your favourite websites and put it in your home
directory. Then open your favourite browser, navigate to the .html
document you created and then tell the browser to use it as your 'home
page'. Here is what mine looks like (it's actually in/usr/share:

It's quite a complicated one but sure cuts down on navigating within
google to get where I want :-)
