Wget is available for Windows... although it is a command line program.
~ I use it often (when I'm in Windows) because it seems to be more
reliable than most graphical download programs I've tried.  Plus it has
good resume support for continuing a download session later and good
mirroring capabilities.  It may be a bit much for the average Windows
user to learn, but I would think it could be incorporated into scripts
that wouldn't require them to know what's going on.

ps. I'm sure you can find the man page online somewhere too, in case you
can't open it on Windows.
