Come to think of it, the other garden bed had some poorly formed concrete  
chunks just an inch under the surface. I could detect no pattern, but a  
spot about 10-12 inches by 6 inches, maybe 2 inches deep, looked like  
concrete spillage, partly dirt, and perhaps left when the pad was removed.  
I broke it up and turned it all under.
