[CS-FSLUG] National Safety Council Urges Total Ban on Cell Use While Driving

Is there an open source utility that will not only read a pdf but  
allow the reader to add notes and comments?  I do not want to edit the  
actual document, just scribble my own notes on it and be able to save  
it.
