Digital out of your budget? You should be able to get a used MiniDV camera in reasonable condition for under $100 if you troll Craigslist. IMHO that's the way to go. Video software -- I've had pretty good luck with Cinelerra, but expect to spend a day or two working with the online tutorials before you do "real" work in it.
