I should note,

The owner of the site an author of the information was
confronted by 
this several times. Each time his response was the
same. He said he was 
not concerned with what "didn't" happen, but with what
did. In order to 
address what didn't happen he'd have to go into the
realm of judgement 
and commentary. His "Timeline II" does address these
concerns and 
actually explains what he believes happened ... a
failure due to 
incompetence, three separate emergency plans, a
complete lack of 
communication and panic thinking instead of sticking
to the master plan. 
It's still a good read.
