I know two free dtp-programs:
-Scribus (www.scribus.org)

From commercial alternatives, I have heard about 
"Pagestream" (http://www.grasshopperllc.com/). It costs 99 $.

It is also possible to use OpenOffice with is ability to export documents to 
PDF-format.
