After lots of looking, I think that I would in fact investigate 
Asterisk, see if it contains APIs for standard voice modems as well as 
the expensive PBX hardware.  The Windows approaches seem to mostly be a 
mix of both, so perhaps the Linux ones are as well.  I don't have a 
working voice modem anymore, so I can't do real testing :-) 

But some of the most current work appears to be in the SIP/VOIP phone 
direction.  If I were you, I might go that way, it could be much simpler 
for the operator / servicekeeper that way.
