[CS-FSLUG] Win 2000 pro problem

A friend of mine is having a problem with windows 2000 pro. He says that when 
he boots up the computer, he gets a blank blue screen and has to at least 
shut it off and back on 2 more times to get win 2000 to start.

Has anyone ever experienced this problem or have a solution by any chance?

At the moment, I'm thinking it's an IRQ conflict, but I'd like to hear other 
suggestions to what the problem could be.
