[CS-FSLUG] can't access phpmyadmin

I have never had this problem, but for some reason I can't access phpmyadmin 
on mandrake 10. I keep getting this error:

An error occurred while loading https://localhost:10000:
Could not connect to host localhost (port 10000)

anyone have any suggestions? I even tried installing a downloaded phpmyadmin 
rpm and still nothing. I've even rebooted.
