Yes and yes. David can be seen as the Messiah or, as some believe,
resurrected David with the title king but in actual fact a prince (see
Eze. 34:24).
The angel Gabriel also refers to the Davidic promises in Luke chapter 1:

30 The angel said to her, "Don't be afraid, Mary, for you have found
favor with God. 31 Behold, you will conceive in your womb, and bring
forth a son, and will call his name 'Jesus.' 32 He will be great, and
will be called the Son of the Most High. The Lord God will give him the
throne of his father, David, 33 and he will reign over the house of
Jacob forever. There will be no end to his kingdom."


The most wonderful part about chapter 3 is the clear meaning of God's
unconditional love for His people.
It is clear that both Judah and Israel will be brought back to God (Ho.
1:11) and that God will 'establish and everlasting covenant' (Jer.
32:40; Eze. 16:60) with Jerusalem and, in the light of Eze. chapters 36
and 37; and Jer. 31:31-37, to the whole house of Israel (including
Judah).

Wow -- back to the Promised Land with Messiah as their King!
