I just looked at the headers again, and it appears that Tim is sending
it PGP/MIME, with a content type of multipart/signed and a text/plain
(the message), and application/pgp-signature (the signature) section.
When the list server processes it, it wraps that multipart/signed block
into a multipart/mixed block, then adds a text/plain block on the end
(inside the multipart/mixed block).  So, maybe it's the multipart/signed
that's causing it to appear as an attachment, or the nested multipart
MIME blocks.
