A good cross platform IDE I've used is http://www.codeblocks.org/ .
Each platform has their own preferred IDE's, and it will really depend
on your comfort level what you choose to use.  Personally, there's
nothing like a properly configured/color-coded shell with vim in a
full-screen terminal for me.  You'll probably want to find a good
tutorial or book, and use whatever they recommend until you've started
programming for a while though.  I'll see if I have any I can
recommend, and let you know.
