[CS-FSLUG] Xiphos 3.1

PPA = personal package archive, a staging area used prior to packages
getting approval for Ubuntu's repository.  See the download page.

We were informed over the weekend that Ubuntu repo mgmt has approved the
new Xiphos package's inclusion but the wheels of repo mgmt grind slowly
at both Ubuntu and Fedora.  For Fedora, we need only for the right
person to come back from vacation and hit a button.
