Righteous - yes.. but Not Holy..
Only the Holy go to the Holy City..
based on the Righteousness of the Master and his work of going to death 
and being resurrected
for us..
The other people (both the wicked and the righteous) are at the 
Judgement - Rev 20:13..
What does that say?

as for Romans 3:10...  Do you really want to go there and take that out 
of context?
None righteous - the Bible speaks of many..
