If you use DHCP I would simply have it give out a different gateway to
this pc pointing to a squid box. You should be able to use mac address
control to id the machine. This way it would be transparent to them
outside the Internet connection wizard control panel.  Then you might
if need be use a policy editor to lock it down to disallow the
tampering of changing network settings.
