[CS-FSLUG] Can't access /dev/ttyS14

Can anyone help me figure out why I am getting this error? Everything works 
fine when I do this as root, but I can't get it to work as user.

Sending to fax using: /usr/sbin/sendfax NAME="'David M.'" DEV='ttyS14' 
PAGE='letter' FROM='614-497-3218' send  '5703953' 
'/tmp/kde-dmcglone/kdeprintfax_IIvxritB' 
/usr/sbin/sendfax: cannot access DEV=ttyS14
